Build a data-empowered innovation system, improve the construction of Quancheng chain, political security and other applications, build a data innovation center with high standards, accelerate the construction of quantum application research laboratories for e-government, and provide strong support for public data security.

The report clearly proposes to support two companies - Shandong Quantum and Guoxun Quantum Core, of which, Shandong Quantum is a wholly-owned subsidiary of Guodun Quantum, while Guoxun Quantum Core is a holding subsidiary established as a joint venture between Guodun Quantum and Lightsun Technology.
