(B) can gather and integrate scientific research advantages in the field of universities, research institutes, backbone enterprises, etc., to create an innovation consortium, forming a clear division of labor, there is a close bundle of interests in the collaborative partnership, and jointly carry out collaborative research and transformation of results.

(C) has the core technology and independent intellectual property rights in the relevant fields, around the city's key industrial chain development and "neck" key technology, condensed to put forward clear technological innovation objectives and tasks, highlighting the need to solve the industry's major key common technology problems.

(D) has a strong self-financing ability to provide continuous investment in technological innovation activities, the annual intensity of investment in research and development is significantly higher than similar industries. With advanced research infrastructure, with a certain scale of technology development experimental sites, technology innovation center R & D and testing equipment original value of not less than 5 million yuan, the construction period investment of not less than 3 million yuan.

(E) has a national or provincial or municipal high-level talent team, or has the industry's recognized technological innovation advantages and high-level research team, leading talent, the formation of a stable core technical team, professional technical support services team and the results of the application of the team. Full-time R & D staff of at least 20 people, including, deputy senior titles, doctoral degrees and above or equivalent level of R & D staff of at least 10 people.

4.Other requirements

(1)apply for municipal technology innovation center enterprises, according to the provisions of the "Hefei City Technology Innovation Center construction application", "City Technology Innovation Center construction feasibility program" and other annexes, two copies, bound and electronic version submitted to the counties (cities) districts, Development Zone Science and Technology Bureau.
