2. The industrial chain has reached a new level
The weaknesses of the industrial chain have been effectively solved, and the supply capacity of key software such as basic software and industrial software has been significantly improved, which has played a prominent role in driving the digital transformation of shipbuilding, electronics, machinery and other manufacturing industries. The market competitiveness of application software in key industries such as finance and construction has been significantly enhanced, and software products in emerging fields with ecological influence have been formed. By 2025, there will be more than 1 million industrial apps, the long board advantage will be continuously consolidated, and the toughness of the industrial chain supply chain will be continuously improved.


3. New development in ecological cultivation
Cultivate a number of backbone enterprises with ecological leadership and core competitiveness. By 2025, there will be more than 100 enterprises with main business income of 10 billion and more than 15 enterprises with 100 billion. Build 2-3 open source communities with international influence and cultivate more than 10 high-quality open source projects. 20 famous Chinese software parks have been built at a high level. The software market-oriented pricing mechanism was further improved. Build a number of national characteristic demonstration software colleges. International exchanges and cooperation were comprehensively deepened.


4. New achievements have been made in industrial development
The growth potential has been effectively released and the development quality has been significantly improved. By 2025, the software business revenue of Enterprises above Designated Size will exceed 14 trillion yuan, with an average annual growth of more than 12%. The industrial structure has been further optimized, the proportion of revenue from basic software, industrial software, embedded software and other products has increased significantly, emerging platform software and industrial application software have maintained rapid growth, and the comprehensive strength of the industry has reached a new level.
Specifically, this digitization process will be carried out around five strategic tasks:


1. Upgrading of software industry chain
Improve the R & D and promotion of desktop, server, service terminal and other operating systems, software integrated development environment related products and key test tools for upstream basic software; For midstream software products, focus on breaking through industrial control software such as computer-aided design, simulation and calculation, and tackling application software for key industries such as finance, construction, energy and transportation; It also prospectively deployed software technologies such as cloud computing, artificial intelligence and 5g, and accelerated the research and development of technology and software in cutting-edge fields such as 6G, quantum information and satellite Internet.
