Looking forward to the layout of quantum information, Henan and Shanghai officials set the tone again

In the first half of 2021, the local "14th five year plan" has been fully released, of which up to 21 provincial administrative regions have incorporated quantum information into the "14th five year plan". Last week, an important meeting was held in Henan and an important document was issued in Shanghai, all of which emphasized the "forward-looking layout of quantum information".

 

On October 26, Lou Yangsheng, Secretary of Henan provincial Party committee, delivered a report entitled "holding high the great banner and bearing in mind the instructions of leaders to strive to ensure high-quality construction of modern Henan and high-level realization of modern Henan" on behalf of the 10th Henan Provincial Committee of the Communist Party of China at the 11th Congress of Henan Province.


The report points out that Henan Province will accelerate the construction of a modern industrial system. While improving the quality and developing traditional industries and cultivating and expanding emerging industries, we should look forward to the layout of future industries. This is the key to seize the commanding height of future development. We should strengthen cross cycle strategic planning and strive to create a national future industrial pilot demonstration zone. In the fields of hydrogen energy, energy storage and quantum information, strengthen the multi-path exploration and cross integration of cutting-edge technologies, and cultivate leading enterprises. We will promote the incubation and application of brain like intelligence industry, actively establish a future network technology R & D, manufacturing and application service system, advance the deployment of life and health science and cutting-edge new materials, and strive to seize development opportunities in key fields and subdivided fields.

 

On October 30, the CPC Henan Provincial Committee held a press conference. Zhu Ming, party secretary and director of the Department of industry and information technology of Henan Province, said that he insisted on taking the high-quality development of manufacturing industry as the main direction, winning the new track, being a good pacesetter, focusing on the implementation of "three special actions" and "ten promotion projects" to accelerate the construction of a strong manufacturing province.


"Three special actions":


First, implement the special action for the transformation and upgrading of traditional industries. Using the new generation of information technology, we will carry out high-level grafting on eight traditional industries such as equipment, automobile, food, light textile, steel, nonferrous metals, chemical industry and building materials, accelerate the transformation of high-end, intelligent, green and service-oriented, and promote the leap of traditional industries to emerging and future industries and to the middle and high-end of the value chain. Second, implement the special action of key cultivation of emerging industries. Focus on cultivating and expanding new display and intelligent terminals, high-end equipment, new materials, biomedicine, new energy and networked vehicles, network security, intelligent sensors, a new generation of artificial intelligence, energy conservation and environmental protection, 5g, new energy and other emerging industries, integrate existing advantages, strengthen external introduction and internal education, and accelerate the formation of competitive advantages and seize market share. Third, implement the special action of planning and layout of future industries. Adhere to the "future industrialization of existing industries" and "future technology industrialization", open up six new tracks for future industries, such as quantum information, hydrogen energy and energy storage, brain like intelligence, future network, life and health and cutting-edge new materials, form a whole chain of "R & D + industry + application", and strive to create a national future industry pilot demonstration zone.


"Ten promotion projects":


Focusing on the implementation of the "three special actions", take industrial innovation, digital intelligence empowerment, technological transformation, green and low-carbon, cultivating enterprises and strengthening enterprises, chain upgrading, cluster cultivation, talent revitalization, open cooperation and 10000 people helping 10000 enterprises as 10 specific starting points, formulate projects respectively and roll forward year by year. Among them, 30 key industrial chains were sorted out, and the "double length system" of industrial chain length and industrial alliance leader was fully implemented. Provincial leaders were in charge respectively, worked out the panorama of industrial chain by industry and chain, made efforts to extend and supplement the chain, cultivate the chain and strengthen the chain, and further promoted the upgrading of industrial foundation and the modernization of industrial chain. By implementing the leading strategy of changing lanes, we will strive to basically realize the transformation of traditional industries into high-end, intelligent, green and service-oriented during the 14th Five Year Plan period, and become the key link, medium and high-end of the value chain of the industrial chain supply chain; Emerging industries have become the dominant industry, with an average annual growth of more than 15% of the added value, accounting for more than 30% of the added value of the manufacturing industry; In the future, the industry will have a great momentum and achieve major breakthroughs in technology, industry and application.

 

Recently, the Shanghai Municipal People's government issued the 14th five year plan for comprehensively promoting urban digital transformation in Shanghai, which puts forward the positioning of urban functions in the digital age, strengthens the digital public supply of software and hardware, speeds up the evolution of urban form to digital twin, and gradually realizes urban visualization, verifiable, diagnosable, predictable, learnable, decision-making Interactive "seven capabilities" to build a "new base" for urban digital transformation.
