Quantum Information Technology Industry Development Report 2021
2021 will be a year for countries to accelerate the development of quantum technology in an all-round way.
On March 1, the National Artificial Intelligence Security Council (NSCAI) released a 756-page final report with dozens of recommendations for President Joe Biden, Congress, and businesses and agencies. NSCAI was established by the Pentagon in 2018 to study the impact of ARTIFICIAL intelligence and related technologies on national security and lead an initiative to keep the United States ahead.
The report has been voted through within the committee. Key recommendations include: By 2026, the non-military departments in artificial intelligence research spending on double, to $32 billion a year, enhance the capacity of the semiconductor manufacturing, for researchers in academia and industry to establish a national network, artificial intelligence research training and retain more talents of artificial intelligence, and to establish a committee led by the vice President of technology competitiveness, Including artificial intelligence and other emerging technologies such as biotechnology and quantum computing.
Meanwhile, all parties in the United States are further urging the government to attach importance to the development of quantum technology.
David Gompert, former acting director of National Intelligence, wrote in the Wall Street Journal that annual global cybersecurity investment has doubled from $80 billion to $160 billion since 2016. The United States has invested $80 billion in cyber security over the past five years, but it still faces frequent Russian cyber intrusions.
The solution, he suggests, may lie in quantum technology to secure networks through a quantum Internet.
To achieve this goal, the Biden administration should increase spending on quantum research from $1 billion to $2 billion per year, remove barriers to defense work by private quantum companies, designate agencies and departments to plan quantum, and urge NATO to seek cooperation with an eye on the Russian threat.
With the opening of China's two sessions, The State Council government report mentioned quantum information for the first time, which means that China will shift from prioritizing the development of quantum communication to the comprehensive development of quantum information science.
In the 14th Five-Year Plan, "quantum information" was mentioned five times, "quantum computing" and "quantum communication" twice, and "quantum technology" and "quantum precision measurement" once. The importance of quantum information technology is self-evident.
